Labor Protection Exhibition | China Implements New Measures to Strengthen Workforce Protection

The world of work is changing faster than ever. Across China, the rise of the digital economy has created a vast and dynamic workforce—delivery riders, ride-hailing drivers, and other platform-based workers who keep the country moving. This new employment paradigm brings flexibility and opportunity, and with it, a critical mission: to build a robust system of protection that matches the realities of modern work. As the upcoming Labor Protection Exhibition will highlight, the progress made in safeguarding these workers represents one of the most significant advancements in labor rights in recent years.

The traditional model of employment, often tied to a single workplace and long-term contract, does not always fit the flexible nature of gig economy roles. Recognizing this, China has taken decisive steps to adapt its social safety net. The core achievement has been the creation of a more inclusive framework, moving away from a one-size-fits-all approach to one that offers genuine, practical protection tailored to the way millions of people now work.

By late 2025, this nationwide initiative had already extended its protective umbrella to millions of workers across numerous provinces, providing crucial financial and medical support in the event of an accident on the job and setting a new benchmark for platform-worker protection.

 

This commitment to security extends beyond immediate injury coverage. Significant strides have also been made in expanding access to the national pension and medical insurance systems. The barriers that once made it difficult for flexible workers to enroll have been systematically removed, recognizing their long-term need for healthcare and retirement security.

 

By the end of 2025, tens of millions of flexible workers had joined the basic pension and medical insurance schemes. These numbers represent millions of families with greater peace of mind about their future, knowing that the same safety nets available to traditional employees are now increasingly within their reach.

 

Building a safer work environment also involves addressing the day-to-day realities of the job. The focus has rightly shifted to the factors that directly impact a worker's well-being and income stability. There is now a stronger emphasis on ensuring fair and timely payment, with enhanced monitoring systems to prevent wage arrears. The algorithms that govern many platform-based jobs are being actively reviewed to ensure they promote fairness and do not lead to unsafe working hours or excessive fatigue. This includes ongoing efforts to encourage platforms to standardize payment structures, review commission rates, and implement reasonable limits on working hours, directly safeguarding the fundamental right to rest.

 

Furthermore, a safer worker is a well-trained worker. To support career development and long-term employability, comprehensive skills training programs are being rolled out, helping individuals improve their capabilities and adapt to evolving job demands. For those with an entrepreneurial spirit, assistance is available through low-interest loans, subsidies, and tax incentives, fostering an environment where flexible work can also be a viable path to business ownership and economic advancement.

 

Looking ahead, the focus is on continuous improvement and deepening the roots of this protection. Efforts are underway to make social insurance mechanisms even more flexible and inclusive, ensuring the system evolves seamlessly alongside the workforce it serves. There is also a clear commitment to strengthening on-the-job safety supervision, ensuring that the right to a hazard-free environment is a reality for every worker, regardless of their employment classification.

 

The journey of building a comprehensive protection system for China's new employment workers is a powerful example of how policy and practice can adapt to rapid economic change. It is a story of creating a framework where flexibility and security not only coexist but actively reinforce one another—ensuring that the millions of people powering the new economy can do so with confidence, stability, and the knowledge that their contributions are valued and protected. This proactive and evolving approach to worker welfare is setting a new global standard for labor protection in the 21st century.
